When to Use 32-bit Debugging Tools
The 32-bit version of Debugging Tools for Windows is the best choice, unless you are debugging an application on a 64-bit processor. In that case, you should use a 64-bit package.

The following are system requirements for the 32-bit version of Debugging Tools for Windows:

Note: If you are running Windows NT 4.0, you must first update your Windows Installer to version 1.1 before installing the debugging tools. If you are running Windows 2000 or a later version of Windows, then you already have Windows Installer 1.1 or a later version, and there is no need to reinstall it.
